Change Vector Clock Library
This MR replaces the outdated github.com/DistributedClocks/GoVector library with a custom fork package git.tu-berlin.de/mcc-fred/vclock. The original package had a few bugs and inconsistencies.
We will perform a patch update today at 15:00 (Berlin time). No global downtime is expected.
