ISM: Incus LXC Image configuration

The current ism lxc image for the incus executor has a hard-coded configuration.

We should make this configurable to allow mounting an arbitrary configuration into the container. This could be cheaply realized by checking for a specific path during startup and:

1. if file exists (e.g., /config/ism.yml), use file with -config
2. otherwise, use hard coded config
